configure security warnings for ide-urls

For issue #1054 the technical implementation has been made.
However, some aspects are still missing:

• actual configuration of security warnings in ide-urls for e.g. older git versions
• add documentation that is already logged in case of a security warning as https://github.com/devonfw/ide/blob/master/documentation/vulnerabilities.asciidoc
