Global tool commandlet cannot run outside of project #2704

Description

@hohwille

Actual behavior

As an IDEasy user I want to be able to run a global tool regardless of my current working directory and therefore the fact if I am inside an IDEasy project or not.
The entire idea of global tools is that they are not local and therefore not related to a current IDEasy project.
Current behaviour is:

$ ide obsidian
The obsidian commandlet requires an IDEasy project to work.

Reproduce

  1. cd ~
  2. ide obsidian

Expected behavior

Global tool commandlets should not require an IDEasy project and should also be launched outside of it.

IDEasy status

IDE_ROOT is set to D:/projects
You are not inside an IDE project: D:/projects
Your version of IDEasy is 2026.09.002.
You are using the latest stable version of IDEasy and no update is available.
Your operating system is windows(10.0)@x64 [Windows 11@amd64]
You are online.
Found bash executable at: C:/Program Files/Git/usr/bin/bash.***
Found git executable at: C:/Program Files/Git/mingw64/bin/git.***

Comments/Hints

In GlobalToolCommandlet simply override this method:

public boolean isIdeHomeRequired() {
return isIdeRootRequired();
}

and return false.
