Feature request: Ability to set LinkPreference SetLinkPreference() to 1 (ME) with a timeout

Problem statement:
CIRA disconnect after when system in CS more than 15 min in WIFI

Proposed solution:
Setting the Link preference to “ME” using “SetLinkPreference” API with a timeout of 10 mins

When Link Preference is set to ME, ME will handoff the connection to the OS / UEFI - but if OS does not connect or does not allow AMT to use its connection (e.g. with UEFI or Linux OS) within 3.5 seconds (or 16 seconds if you set TcpMaxDataRetransmissions), then CSME will take back the ownership and connect to the WLAN AP re-establishing the CIRA session.

Scope & Requirements

• Add a backend API (MPS/Console) to:
  • Set Link Preference = ME
  • Specify timeout value (in seconds)
• API to cancel preference and set it back to host
• Ensure the corresponding WSMAN function exists in wsman-messages to invoke SetLinkPreference.
  • Add missing WSMAN classes if required.

Acceptance Criteria

• Add API to set Link Preference to ME with timeout.
• Add API to cancel preference and set it back to host
• WSMAN call to SetLinkPreference is implemented and integrated in wsman-messages.
• Unit tests
• API tests
• Doc updates
