Deploy scripts fail on missing pom for devhub parent project

The deploy scripts run builds from a module in the project. They fail because the parent pom is missing. This is probably because there was never a local mvn install.

Simplest solution: run the build scripts from the root of the project.

Workaround: first, do a complete build from the repository root (mvn install), then, run the the redeploy script.

Fixing this would have been less work then filing this issue.
