feature: add a `group_ids` field to the `search_over_groups` payload such that a user can restrict which groups they get results from

Description

Sometimes users knows of some number of groups they want to search over and would like to restrict which ones are possible. You can technically achieve this via tag_set filters right now, but we have been told multiple times that's not intuitive.
