Make new v2.3.0 release of devfile/api

After the merge of https://github.com/devfile/api/pull/1545 it's necessary to create a new release (`v2.3.0`) for the `devfile/api` repo.

## Acceptance Criteria

- [ ] Create a new release on Github
- [ ] Make announcement about new version
