postgresql-setup --init should work in container environment

I see things are moving in #38, great. But the change is pretty complicated. Having the easier #23 resolved first would make me confident that we don't break existing use-cases.

We want to streamline init scripts in our containers, so we need this - hence why we are working on this now. But if this is not relevant for you anymore and don't want to receive updates on this you can close the issue.

I agree that having a working test suite would help with further contributions, as currently we fully in the blind except for manual testing, which is definitely not ideal.
