Mention User when replied to

When a reply is made to a sent message, the bot should ping the user in the original server where the message was posted, but nowhere else (can probably be done with allowedMentions option).

Allow disabling reply pings with the /set reply_mention command.
Occasionally display a button under replies to remind users about the option to disable reply pings.
