Moderator Actions Panel

Add a single script for displaying a panel for moderator actions, this includes:
- delete message
- blacklist
- view infractions
- ban (interchat staff only)
- Remove reactions
- Remove all reactions

This can be made available as a button attached to reports, message info ctx menu, and as a seperate "Moderator Actions" context menu command.
