Add RGAA as a standard in axe-core

Description

As an organization required to comply with French government accessibility standards (RGAA), I want axe-core to include RGAA as an available testing standard with the appropriate rule mappings, so that we can programmatically validate our digital products against RGAA requirements and ensure compliance with French accessibility regulations.

Acceptance Criteria

• Axe-core tags should be updated to include all the new rules outlined in the following mapping documentation
• Update internal docs
• Update validation scripts to include new tags

Verifeid with the latest axe-core dev build, created a testfile , which ever rules should get the tags RGAAv4 , RGAA-13.8.1 , RGAA-1.1.2 , RGAA-7.1.1 , RGAA-11.9.1 , RGAA-11.1.1 etc., depends on the check point and rule .

Observed that, focus-order-semantics, region, skip-link and table-dupe-name rules are not providing RGAA standard in the results. Updated the QA status for each applicable rule in the below document.
