PEGA Integration: Include 10-10d signers email in the 10-10d PDF embedded metadata rather than JSON file

Currently when a user submits a 10-10d, the signer's email address is added to the JSON file that gets sent to s3/PEGA. We want to change this so that the signer's email address is embedded in the PDF metadata instead of the JSON file.

@cloudmagic80 if the revert is in Staging, let me know and I'll send a test submit to Cindy to double check today. I think we have to put this particular story on hold until we've had some time to clear up some of our production questions (the increase in 500 errors) as well as make some meaningful progress toward the work we wanted to accomplish before meeting again with Adrian on Tuesday.
