suggestion: doc linting in lint plugin

I'm not even sure if this is reasonable to suggest or how this would be done. Though, I imagine, if done, it'd be able to allow us to re-write [Standard Library's doc checker](https://github.com/denoland/std/blob/main/_tools/check_docs.ts).
