[Feature]: User Guide Restructuring

Problem Statement

The entire user guide is under one main section, and should instead be restructured.

Proposed Solution

The document should be restructured with the main sections of the document being at level 1. Additionally PanDoc is creating a table of contents, and so the document doesn't need a Quick Navigation section. Additionally it may be appropriate to add Purpose and Scope sub-sections to the introduction main section.
