Fixed this error when running from package installation.

Error reading ../bpf/stbtrace/io.json: No such file or directory
This also updates the collection interval to be in seconds. The interval is converted back to nanoseconds since that is what the underlying template scripts want. The parameter is used to convert nanoseconds to seconds.
