Changing .luacheckrc should immediately affect the diagnostics

Currently, when you change .luacheckrc file, the diagnostics stay the same until the file is modified, even though the lints might change:

We should immediately trigger diagnostics refresh on .luacheckrc file change.

.luacheckrc has never worked for me as of 1.70 and 1.80. Has it been tested recently?

I tried:

unused_args = false
max_line_length = false

And restarted etc, still moaning about long lines

@hippocoder there was a problem that it does not work on Windows. It's now fixed, update your editor.
