The additional work on this PR is related to microsoft/TypeScript#61668 which shipped as part of TypeScript 5.9.0.

This PR makes sense. We need to update our peer deps and it seems that the PEXEX are failing due to a TypeScript version conflict. We will force merge this and then test again
