Why

The test standard has only been stated in review comments (#1126, and again on the forty small PRs of 2026-10-10 and on #1137). Contributors keep meeting it after the work is done: 1,400 lines of tests on a 440-line change (#1178), 772 on 140 (#1137), script tests CI never runs.

What changes

Three entries under "Things review will send back":

  • Tests cover what the change introduces: one per behaviour, failing without the change.
  • A test has to run in CI. The delivery regressions stay the one documented exception.
  • One pull request is one reviewable change; a pull request that adds more than 500 lines explains in its description why it cannot be split, and evidence of a test run goes in the description, not in a decision record.

Docs only.
