issue-project-manager.yml主要用于实现issue的创建和对应project的关联，支持手动触发和流程调用的方式发起该流程
然后在auto-intergration.yml中根据情况调用上述流程实现project的自动关联，后续可以根据情况再添加自动刷新project中Status等字段数据。
