Proposals filtering and sorting

Currently, there are no filtering and sorting options in the proposal's tabs. As the number of proposals tends to increase, it would be easier to find a proposal by searching for its title or ordering by approval rate, for example. Something like the options in transaction history view seems to be enough. I'm ready to implement it, but it'd be great to have other viewpoints

I think it may be somewhat useful if you want to see how you voted in some old proposal, but other than that I don't think we need to implement too many options on this.

In general there aren't many proposals under discussion or on voting for the moment for you to need to search for one.

Also, decrediton (at least for the moment) isn't meant to be a full interface to Politeia so I think it's fine if we don't offer too many tools for browsing proposals.
