[QA] Nearby (chat) | Users in the same scene disappear from Nearby after moving ~32-37 steps

📔 Issue Description:

Currently, when two users are within the same scene, they should be able to see each other in the Nearby list and tag each other in chat. However, after moving approximately 32 to 37 steps apart, users disappear from the Nearby list and can no longer be tagged. Despite this, they can still see messages sent by those users in the same scene.

❗Additional Notes: This issue does not occur in Worlds.

STR:

1. Enter a large scene (e.g., Genesis Plaza, DCL Wellness Week).
2. Have another user stand near you and confirm they appear in Nearby.
3. Move 32-37 steps away while staying inside the same scene. (use debug--> Badges tracking (to see the steps count)
4. Observe that the other user disappears from the Nearby list and cannot be tagged.
5. Confirm that you can still see their messages in the chat despite them not appearing in Nearby.

✔️ Expected Result:

• Users within the same scene should remain visible in the Nearby list as long as they are inside that scene.
• Tagging in chat should still work regardless of distance within the scene.
• Users should not disappear from Nearby if they can still see and interact with messages from others in the same scene.

❌ Actual Result with evidence:

After moving 32-37 steps within the same scene:

• The other user disappears from the Nearby list.
• Tagging them in chat is no longer possible.
• Messages from them are still visible, meaning communication is not entirely lost.
