Implement better local build and code quality tools

What happened (or feature request):

Current local development requires the electron app to be closed, rebuilt, and relaunched to see any updated code changes. In addition, this local development process has no code quality standards or guidelines.

What you expected to happen:

Hot Reloading to facilitate easier and faster local development, coupled with automated linting should make development faster while ensuring code standards are upheld.

This was initially closed out to focus on v0.2 before addressing foundational items in v0.3 as described here #63 (comment). To that end, to convert this to actionable we would want to move the prose to checkboxes. Suggested:

• Hot reload available by default when utilizing electron . for development.
  • Please note that I'm not sure if this should be a debug flag in case this would affect performance in the electron binary.
• Include linting library X.
• Stubbing out documentation on README.md for ddev-ui to indicate that our processes include adhering to the linting library X and how to enable/disable the hot reloading for developer and testing purposes.

Expanded acceptance criteria:

• Implement Webpack to process all javascript transpilation to a singlular bundle.js
• Implement Webpack Watch to enable hotreloading
• Implement ESLint with AirBNB ruleset with Webpack autolinting on any javascript asset change
