This PR adds automated GitHub release creation for tagged commits on release branches. When code is tagged on a release branch, the workflow will now automatically create a corresponding GitHub release with build artifacts.
Changes:
- Added version extraction step to retrieve Gradle project version, commit count, and Git tags
- Implemented conditional GitHub release creation for tagged commits on release branches
- Configured artifact attachment to releases (JAR files from transact and transact-cli modules)
