Cloud resource provisioning #18

Developers would like to be able to spin up cloud resources, for example, a PostgreSQL database that runs on AWS RDS.

From Bob the Ops Engineers perspective he wants to be able to do the following things:

1. Define a template for the resource that will be created so that Bob can define constraints for the resources that will be created. For example, the size of the database instance backing the database.
2. Provide a mechanism for viewing what resources are currently provisiond.

From Alice the Developers perspective she wants to be able to do the following things:

1. Create or delete cloud resources with an HTTP API.
2. View the status of a resources provisioning.
3. Inject configuration about the resource such as URL, Username and Password into her Kubernetes cluster.
