Upgrade Java driver to (at least) 4.19.0

Among other reasons 4.19.0 includes CASSJAVA-53 which updates the version of Guava used in the shaded Java artifact. This addresses the following CVEs:

CVE-2020-8908
CVE-2023-2976

Note that 4.19.0 also brought the old java-driver-shaded-guava artifact into the source tree so we'll likely have to do some re-working of dependencies generally here.

In the interim 4.19.1 and 4.19.2 have been released so this should probably be changed to just update to current
