This error shows the installation is not done properly.
So, I would recommend you to install it again.
First undo all the previous changes and installation done and try it in fresh way.

I know its too much long process but even a single missing step can stop the complete process.
first, undo all the changes by uninstalling the material u have installed and then try it a fresh way.

****use the lower version of python like 3.6.9
because the wheel files are yet not available of python v9
and c++ dev. tools are necessary. Make sure u have installed them while installing visual studio
