Canadian address support

Hey usaddress team,

I work in the 911 industry and deal with both Canadian and US addresses regularly. usaddress already handles most Canadian addresses really well except the postal codes which are easy to fix, but it struggles with most French details especially suffixes and directionals.

I’ve started to put together some labeled English/French Canadian address data and would like to add support for parsing those. Before spending more time on this, i wanted to see if adding Canadian address support like this is something you’d be open to merging into the main repo.

If you are, i’m happy to keep improving it with tests and docs. If not, no worries i can maintain it separately.
