Similar to opendatateam/udata#345, datagouv/hydra#342 and datagouv/csv-detective#161, aligning to the workflow of other projects.
Remove Bump'r/Bump'x which was a pain to maintain, and replaces it with a simpler
tag_version.shbash script.One difference with the udata's
tag_version.shscript (opendatateam/udata#3451): here, thetag_version.shalso updates the version inpyproject.tomlsince hydra doesn't use dynamic version inpyproject.toml(yet) norsetuptools_csm(yet), and uses the version inpyproject.tomlfor the build in the CI.
