Make `package:dwds` and `package:webdev` release process more frictionless

• Create a script to automate the manual steps for releasing package:dwds and package:webdev
• Create a script to tag the new version (and trigger the auto-publisher)
• Add a check to make sure a release is published and the repo is reset before more changes can be landed
