[analytics] DASH__SUPPRESS_ANALYTICS env handling

Respect DASH__SUPPRESS_ANALYTICS inside Analytics.okToSend and setTelemetry.

Until now, the onus was on clients to check areAnalyticsSuppressed() themselves. Analytics now checks the variable itself.

(Note that downstream tests shouldn't be affected.)

Code Review

This pull request updates the unified_analytics package to version 8.1.0-wip. It introduces a mechanism to suppress analytics events, including telemetry status updates, when the DASH__SUPPRESS_ANALYTICS environment variable is set to true. This suppression is implemented in AnalyticsImpl and is fully testable via a new environment parameter added to Analytics.fake and FakeAnalytics. Hey! I tried that but then I needed to add ignores where the function legitimately gets called in utils.dart and that seemed like an ugly trade.

Note that since this function isn't exported, it's effectively private so noone should be calling it anyway.
