Tracking issue to use patch versions in our versioning scheme (even if they're always zero). Currently we use major.minor, which is non-standard.

the older v1.x releases have been retroactively tagged as v1.x.0 (https://github.com/dart-lang/setup-dart/tags) and the releasing wiki updated to mention using the full semver scheme (https://github.com/dart-lang/setup-dart/wiki/Publishing-procedure)
