html_tests measurement test is flaky #1946
Description
The error looks like:

<td>Expectation: Measurement measurement is async but before setTimout 0. (DOM callback has errors) Caught [object ErrorEvent]</td>
It seems to fail more on the build bots that are running a virtual OS--perhaps because the machine is under load and fails to deliver the measurement frame event soon enough.
