Complete upgrade from .NET 8.0.303 to .NET 10.0.102 (LTS). Changes: - Update Dockerfile to install .NET 10.0.102 with correct SHA512 checksums - Create install-dotnet10 script (replacing install-dotnet8) - Update backend/global.json to SDK version 10.0.102 - Update all 24 .fsproj files to net10.0 target framework - Update backend/paket.dependencies framework to net10.0 - Update backend/paket.lock RESTRICTION to net10.0 - Upgrade Paket from 9.0.2 to 10.3.1 (adds net10.0 support) - Fix X509Certificate2 constructor deprecation in BuiltinExecution/Libs/X509.fs (use X509CertificateLoader.LoadCertificate instead) Build and tests verified successfully on .NET 10.
