Add support for custom annotations in dapr sidecar service

Docs for feature dapr/dapr#9276

Support for custom annotations on Dapr operator-generated services. Previously, the operator-created -dapr services could not include custom annotations, which caused issues in clusters with mandatory annotation policies

• Added new annotation dapr.io/sidecar-svc-annotations that accepts comma-separated key=value pairs
• Updated operator service reconciler to parse and apply these annotations to the generated -dapr services

Usage

Add the annotation to your Deployment/StatefulSet pod template as a csv of KVs.

Please can you add a section in Kubernetes operations describing why this feature might be used.

I would love to have this example somewhere in the docs. @MyMirelHub Thoughts as to where?
Also could you add a couple of reasons where you would use these annotations. What was the reason for introducing them in the first place?
