This fails because the cygwin installer cannot be fetched. It is not clear what is causing this as there is no error message. I think we can merge it regardless. I assume it is an issue outside of our control and will fix itself (even if it is related to the action that would fix itself later on).

I filed cygwin/cygwin-install-action#33 upstream on providing more details.
