Introduce support for OAuth 2.0 for HTTP API

Notification Server is designed as a minimal solution, with its HTTP API intended for use within a private network.
Adding OAuth 2.0 support would make it possible to expose the API securely over a public network.

However, enabling this would increase complexity over the Notification Source.
