WebKit can be pre-selected and fails to open if experiment is turned off

Current behavior

Previously the browser I used was WebKit, but the experiment is no longer turn on in the project. Cypress pre-selected WebKit as my browser based on it having been last used in this project, but hangs attempting to open the browser.

After this point the user has to restart Cypress to choose another browser.

Desired behavior

1. Cypress should not preselect WebKit if the experiment is not enabled
2. Cypress should provide a way to recover from the "opening browser" state without restarting Cypress
