The scan command now decides sync-vs-async itself: when the event's effective mode is report (and the policy is fail-open), it respawns itself detached with fresh handles and exits immediately, releasing the IDE after ~CLI startup instead of a full scan. Block mode is unchanged. With the runtime decision in the CLI, every hook config becomes the same plain command on every OS: the per-IDE async plumbing (Claude's async flag, the Cursor/Codex shell '&' suffix, Copilot's redirect wrapper) is deleted, and Windows report mode stops being synchronous.
