add `init` subcommand instead of `--init` command line option

Examples:
```sh
./pgwatch --sources=postgresql://foo@bar/baz init

./pgwatch --metrics=custom-metrics.yaml init

./pgwatch --sources=custom-sources.yaml --metrics=custom-metrics.yaml init
```
