add Docker Compose file

[pashagolub]

• rename pgwatch3 docker image to pgwatch3-demo
• rename pgwatch3-daemon docker image to pgwatch3
• rearrange Docker folders
• add docker-compose.yml which will use local dockerfile and official Postgres and Grafana images
• add optional test database creation with helpers provisioning
