Migrate "snip make" Cursorless action to output to community snippets dir

Path to community snippets directory is passed as argument to action. Design this so that there is internal snippet representation and machinery to go from that representation to output in directory. If they have set custom snippet directory in community, use that dir instead of default

At the outset, it needs to support both today's output format and the new one, as currently community snippets in cursorless are behind a tag. Just have Talon send an options payload to indicate to use community when tag is set
