Switch to new Talon list syntax instead of our csvs

Blocked: until Talon lists are publicly available

• See Allow lists in .talon files talonvoice/talon#449
• Put all our default spoken forms in a new talon list file which is in source control
• If a user makes a change, they just directly edit that file
• We have a policy never to directly change a spoken form, instead adding a new alias and show a deprecation notice when they use the old one
• Migration path: read their csvs and edit the talon files, and show a notification that we did that

The main problem is that we have csv files that gets converted into multiple Talon lists. Actions.csv is a good example of this. Unless we want to add a lot more configuration files Talon lists are not really a good fit without some post processing step.
