Add support for users inviting others to be a mentor/mentee and for sufficiently privileged users to invite mentor/mentee relations.

Note: this does not involve notifying the users of invites. That should be done via the "autonag" application. See #7

#9 added much of the "plumbing" for invitations but no user-facing UI.
