Add higher-level functions and add docs

The function layers_apply was added so that you can use this package by calling only one function. Docs were also written and some chunking issues were resolved.

Adding a doi

This is identical to the previous release other than some documentation. I am primarily publishing this release in order to get a doi for the code.
