Decouple model classes from accessors, readers and file/artifact management

• Review forecast creation and access logic.
• Implement new Registry and Repository design patterns
• Redistribute methods (get_forecasts, load_forecasts, etc.)
• Side-to-side interface with Model class
• Design unit-tests
• Remove old implementation
