Update previous Crystal release 1.13.1

This update causes a couple of independent issues:

• The updated base image for Ubuntu 24.04 loses access to older LLVM versions, we needed to upgrade from LLVM 13 to LLVM 18: [CI] Update LLVM 18 for wasm32-test #14821
• The updated base image for Alpine Linux 3.20 loses access to older OpenSSL versions which we need to pin to specific repo versions: [CI] Pin package repos for OpenSSL packages #14831
• Interpreter specs are failing when the interpreter is built with a Compiler using LLVM 18: LLVM 18 breaks 128-bit integers in the interpreter #14832
