Use versioned file names for build artifacts in Windows CI

The build artifacts from Windows CI have generic file names crystal-installer.zip, crystal-setup.exe. On all other platforms, the version is directly encoded in the file name. We should to the same here to avoid mishaps like #14247.

Maybe this should be considered together with this one:

Because simply renaming the zip would currently break the nightly.link links and the "nightly" option in install-crystal action.

Perhaps we could use a generic name crystal-nightly.zip for nightly builds and crystal-$VERSION.zip for release builds?

Technically, crystal-installer.zip could keep its name. What matters is the name of the .exe inside it.
