Summary
To ensure compatibility with the latest updates from the Open Quantum Safe project and take advantage of recent improvements, the version of Liboqs used in this repository will be updated to the most recent stable commit (version 0.14.0).
Relevant changes will be made to setup and testing scripts, project documentation will be updated to reflect any changes in functionality, and full testing will be performed to confirm that the dependency update introduces no issues.
