Bump the Go toolchain from 1.25.6 to 1.25.9 to address multiple stdlib CVEs including CVE-2025-68121 (Critical), CVE-2026-25679, CVE-2026-32280, CVE-2026-27140, CVE-2026-32283, CVE-2026-32281, and others.
