What does this pull request do?

• adds the an it.yml, using the published pdf version as a source
• updates the desktop css for italian
• updates the mobile css for italian
• updates the tablet css for italian
• generates the image assets for the italian tce

How should this be manually tested?

• viewing on various device sizes
• spot checking against the pdf version

Is there any background context you want to provide for reviewers?

Regarding the images

The italian PDF has some custom images. The TCE controller supports this (korean is an example of an existing web version with custom images), so I will just add the files to the PR as attachments once I pull them out of the PDF
