Meson-dist and offline CMake installation from distributed tarball

1. Replace option name "la_backend" with "lapack" to be consistent with tblite, or it throws out error from meson.build of tblite
2. Add a script to create symlinks for a valid offline CMake build, because tblite has various dependencies but CMake cannot find them correctly due to how meson works.
